Can someone tell me if its a misprint

I've have this card for a while. The card has a blue filter and is slightly cut off I'm not sure if it's a misprint or if it like blue dye got on it or if it was cover in water of if it's an misprint.

Amazing how little problem solving skills some people have. Quick Google of “how to tell pokemon misprints” “common pokemon misprints” etc would have led them down a hole of self discovery. Now we took all the effort out and they will post again when they find the next fake card.
