Ikr, people need to stop the Sabo slander. He saw this plus Imu, and his first instinct was. "Yeah, let's burn all these fkers." It didn't work, but hey, now we clearly see what we're dealing with. Also, remember Sabo had no backup.

They were likely holding back, it being Marie Jois and Imu was there and all. If they caused too much commotion people would come and see all five of the elders fighting Sabo next to an impaled, deceased Cobra, with a large figure sitting on the empty throne.

...... Why would they hold back when it's their priority to makes sure no one knows about Imu, LET ALONE A REVOLUTIONARY?

Because I don’t get the vibe anyone in the world outside the Gorosei know about Imu, as in the other Celestial Dragons. Since the Reverie was also going on, there were reporters, and lots of citizens. If they started a commotion, guards and other people may run into the fray and see something they aren’t meant to. As it is, no one lower than lieutenant (I think) in the marines are even allowed to see Saturn turn into a demon and fight. When a navy grunt did, they turned to stone and instantly died. Seeing all five of them in their transformations likely is something they actively don’t want either. So they had to pick their battles. But who’s to say. Maybe we’ll get better insight in the coming chapters

That's the point:

No one knows about Imu, so they will do everything to make sure it stays that way.

OFC they tried against Sabo.

This was literally established by their direct statement to Cobra.
