To be fair, they were somewhat limited, as to not reveal themselves and Imu to all the world leaders. If they chose to move freely and not worry about the consequences, they surely would have had no issue with Sabo. To them, letting Sabo get out of that room just puts a single guy, who is already opposed to the world government, as essentially a conspiracy theorist.

I really doubt Sabo is weaker than Luffy, plus he must be used to escaping situations like that. Still insane considering Imu was also there. Him being a Logia user probably helped a lot.
