Definitely the correct answer. Therefore he gets to be stronger than Mihawk because he isn't a man, he's a horse, so he doesn't fit into the ranking of swordsmen.

But Shanks isn't the WS Swordsman, so he can be stronger than Nusjuro, who is stronger than Mihawk as you just showed.
