Flaps hanging down under the front of the car
Is this normal?

Not really, those are the service flaps for the oil drain plug and filter housing. There should be quarter turn like screws on the corners where they secure those flaps.

Did you recently take your car in for an oil change or something? Pretty unlikely that all those tabs turned out of place on their own at the same time.

This is a 10 second fix. As others said… where the flaps fold back up into the underbody panel, there are little plastic circles that spin around and lock the flaps in place. Just reach under the car with a flashlight and you can fix it in a few seconds.

It's flaps that are access to the oil drain and filter... You should be able to close them with a spin tab thing that's located on it. Other than that your car won't explode
