Surprising since Iraq is also an Iranian proxy.

It is more complicated than that, Iraqi politics is a mess and Iran is just as powerful as the US but the Iraqi people themselves hate the US and Israel so they would support any anti western move by the government and if the US forced the government to do anything pro western it would lead to protests and riots. And those same people even if sometimes they align with Iran's goals they still hate it.

Maher is gonna flee to Russia, with the exception of a few top officers who committed known verifiable war crimes most soldiers were Pardoned by HTS and that includes all conscripts
