And they fold? I'm not accustomed to palm trees. It does not look like the party that folded was a paper m part of the tree that was composed of old leaves

Palm trees are more like grass than trees. They don't have bark. Made up of fibers and get thinner as they get older.

Sections can be pretty heavy, even where it is hollow. When hurricanes or high winds roll through, you may find many taller palms folded over at the top, much like in the video.

The interior of a palm tree is almost sponge like, and are absolute hell to cut through. Look at how it folded, now imagine that fold happening at the cut and pinching the blade.

The gentleman isn't wearing a hard hat, so probably doesn't work for a company which would enforce the rules to protect themselves from lawsuits. So, possible he is the home owner?

Random guess but looks like Florida. The state has very, very lenient laws regarding tree removal which leads to more amateur, less career experienced individuals attempting to remove trees. A few videos on Reddit have show these guys going for rides
