I think the long lap penalty zone is actually before the loop (turn 4).

It was at turn 4 in the past, but last year was moved to turn 7 to make the long lap penalty a bit longer

I believe the one in the OP is the long lap penalty used when British Superbike uses the national layout

In 2023 they had it denoted with a green and white zone. Not a MotoGP watcher but is that what they LLP zones look like?

British Superbike don't visit there anymore as of this year they went to Navarra instead. But that's exactly where it was.

I don't watch MotoGP either, but I believe you can think of it as F1's time penalty.

Penalized bikers are forced to go the longer path.

I assume you must stay in that line, and I’m sure it’s the slower line which you can tell here so it’s like a time penalty

Yeah this is right. If you watch practice, sometimes when a rider has a penalty carried over from the previous race, they’ll practice the ’long lap’ to get the best line through there.

At every circuit a route will be defined and marked at a safe point around the track, (usually an asphalt runoff area outside of a turn), which is some seconds slower than the normal racing line. The penalised rider must ride through the defined area within 3 laps of being notified, thereby suffering a penalty equivalent to several seconds, (typically 2 or more seconds), on that lap.
