Why does the Deep State keep repeating this obvious lie? And who is expected to believe it?

They have to lie because their jobs and future jobs depend on it. Most of NATO generals are rewarded for purchasing sub par weapons systems while in government positions with civilian jobs at the weapon's contractors after they retire from the military.

So they don't care how many Ukrainians died or how many Russians were murdered, they have to lie about the ratio otherwise they would lose their cushy gigs on boards of directors and positions as consultants.

This is outdated. Russia has firmly rejected the Kellogg plan because they aren't stupid and don't want to fight this same war again in 10 years.
