Your fender looks like your repair is not its first repair. That looks like cracked body filler. You will need to sand that smooth anyway so get sanding! remove all the old filler or it will fall off. To smooth the dent, you'll need more body filler and you'll lose more paint.
Once the body filler you add hardens a bit, start sanding it smooth with a sanding block. Dust it with black paint and sand some more. The back spots are low spots needing more sanding or more fill. Once totally smooth to the eye, to black paint and to your fingers, prime it with a sandable primer. Sand some more before painting that corner with matching paint... spray can mixed by some Napa stores and internet suppliers. Paint, then clear then polish.
