Enma is Great Grade, as is Ame no Habakiri. They're both a step down from "supreme grade"

Currently Zoro wields the Great Grade Enma and Wado Ichimonji, and the Grade Sandai Kitetsu, though it only has that low of a ranking because of its deadly curse

But Enma has the potential to become the 13th Supreme Sword if Zorro succeeds in making Enma permanently Black.

The grade of a sword is decided on its making, it can't "ascend" to being a superior blade. Ryuma's sword Shusui was permanently black, and it's still classified as a Great Grade Sword, not a Supreme Grade one.
