On one hand, the gorosei stopped vegapunks stream rigth before his messaged to the Ds, and secured access to mother flame and york

But, on the other hand, the straw hats will 100% get away, and the world at large is more or less aware about thier genocide plans

Is the world aware though? VP did not actually say who destroyed lulusia, only that it was an ancient weapon that did it. He also said that it was the WG's enemy, the pirate joyboy, who wanted to preserve the ancient weapons.

At this stage, it’s probably better for the WG to admit to it. They can just cast off the facade and still rule the world by fear.

If the WG plays dumb, their authority will vanish when the people believe that a party out there possesses nukes and the WG can do nothing to stop it.

Essentially, It’s between two choices: (1) appear incompetent, weak and no longer the top dog because someone else has nukes, or (2) just become the tyrant that they have always been.

It’s your bet on which choice the WG will go along with.

Y'all missing one very important key factor here, the tides are rising therefore the people are going to start fleeing and seek refuge in the only place they aren't allowed to go.

"The People" are going to notice that the World Government isn't willing to help, rather they're going to start hindering the progress of people making it to the redline. Hell, they're probably going to setup the entire fleet at the redline once endgame starts.

The course of actions I see playing is that Imu is going to FLIP and start raising the water even faster likely out of fear, the people are going to try fleeing to the redline but the government is going to shoot them off the walls. While Luffy and everyone relevant to the final fight are clashing up ontop of the redline.

The entire world is about to become a Fortnite map and the only place safe from the storm is the Redline. Until, the sea envelopes that as well.

Yeah, it's gonna be a split.

To me, I see the Marines like a pirate group in hiding waiting to make their move. Imu is the captain, the admirals are the first, second, and third mates. Think of it almost like what Captain Kuro pulled off, but instead of his own crewmates he intimidated maid staff onto his side.

That or lie to the entire world again and say Joy Boy was behind the world destruction.

 For the Marines and many ignorant masses, Joy Boy was the original pirate and the Gorosei would have it easy to trick them by saying he was the cause behind the cataclysm from 900 years ago. By doing this, they would install fear in peoples heart and rally the ignorant masses against a common fake enemy.

Not Joy Boy. There's an even more convienient scapegoat. One of the people who were on Roger's ship, has been targeting government assets, and is currently one of the most infamous pirates in the world. An Emperor, in fact.

That's right, the man who destroyed Lulusia was none other than Buggy D. Clown.

It would be interesting if Imu reveals themselves at this point as the "controller" of the Gorosei; maybe not revealing their true form and purpose but as "someone who can make sure that the nukes can't be used by the Revolutionaries or the pirates"; maybe in a "Sir Crocodile" manner at the start of Alabasta as the savior of the people.
